Portal RTX Dropped Into Other Games (Half-Life 2, Max Payne, SWAT 4) Makes Them Drop Dead Gorgeous

Why does FPS drops suddenly while gaming on PC, it drops for few seconds then the game runs normally, this happens in all games, even after I updated my graphics, Any help?
